Simple and inexpensive charger is designed to charge Li-Po (Lithium-Polymer) packs with a voltage of 7.4V or 11.1V that is two or three cells - 2S, 3S
The charger is equipped with a balancer that supervises the charging of each cell so that the state of charge of each cell is equal.

Connection method
- Connect the charger to the 230V mains
- The LEDs should light up green
- Plug the battery into the correct charging socket.
- Depending on the discharge of the cells, the LEDs should turn red (this indicates the charging of the assigned cell to the LED)
- If the color of all LEDs turns green - the battery is charged.
Comments
The charger charges with a maximum current of 800mAh, which means that charging batteries that have a charging current of less than 800mA may damage the battery and the charger.
It can be considered that batteries whose capacity is less than 800mAh should not be charged with this charger. (unless they have a higher charging current than 1C).
After typing in google I come up with single links so I don't know what exactly is going on. If the connected 18650 cells are 2 or 3 in series then of course this charger will charge them.
