If you want to use the converter to upload a program to an Arduino or similar circuit, you should reboot the entire external circuit (reset button on the Arduino PCB) immediately after compilation (and at the beginning of uploading). This is how the programming sequence is defined, with an unrestarted microcontroller the program may not be uploaded.
Or use the DTR pin by plugging it into the RST Arduino, then this action will be triggered automatically.
